Apple does not create emoji, that is done by the Unicode Consortium. And they have decreed that they will no longer create any new flag emoji, as explained here→The Past and Future of Flag Emoji – Unicode

Although Apple has not yet implemented that flag, there is a 3rd party font which might display it:
