I'm having problems setting up my Apple ID.

I'm having problems setting up my Apple ID. I have gave my old iPhone 11 Pro Max to my daughter. The phone was wiped clean my cellular provider. I cannot add any apps or a new email to this old phone without setting up a new Apple ID. However, everytime select "create a new ID," I fill out required info, I receive the verification code in my email, then I fill in the code; I receive a message stating "your information could not be saved at this time." Please help. I need to setup a new Apple ID.
