Cannot redownload game from the App Store on my son's iPad

I have family sharing on my phone, and I double and triple checked and we both turned off and on our devices. I bought Tiny Wings for my son and it still thinks he needs to buy it. He cannot just download it. Any help for this would be great. He would like to play it and I can’t seem to find the Apple number to call. TIA
