Apple Music on iTunes for Windows - "We've run into a problem"

I am unable to open Apple Music on iTunes for Windows - every time I do I get an error message saying "Apple Music - We've run into a problem" with no context. No playlists load or anything in the music tab. I can see my account works on my phone as it logs in fine and is usable, but nothing on iTunes for Windows. I've signed out and back on following a restart of the PC with no luck.

The general troubleshooting advice when iTunes fails to install properly (and reinstalling or repairing it does not work) is to remove not only iTunes but all related components, reboot, remove the target installation folders and reinstall.
