Waze voice directions drops the first two words of each prompt, making it unusable. I've uninstalled and reinstalled the Waze software. I've updated iPhone to latest version. I've restarted the iPhone many times. It's still dropping the initial syllables. Any ideas?

I think I found the answer. I did not know that Safari keeps all tabs till you close/delete them. I had over 500 open tabs. This slowed the system by a lot. When I deleted them, Waze was able to announce the beginning syllables.
Try reaching out to Google and see if they can help.
The header of your post says iOS 16.4.1, try installing the latest version which is 16.5.
I'm updating to 16.5 as we speak. The problem has persisted through multiple upgrades and gotten worse. I am not optimistic but will see what happens.
