Yes you can. Please follow this path, iPad > Settings app > Wallet & Apple Pay > Savings Account. iPad is not as full featured as Apple Savings account on iPhone, but it has many management features.

Yes - you might have to upgrade to the latest IOS to see it - I can see it on mine.

Not sure why the wallet app is buried in settings on the iPad. Doesn't make sense.
