i pad mini update

My i pad mini will not update past version 15.7.6. My I phone has just completed an update to version 16.5. Why wont the iPad mini update to the latest version?

Because its CPU isn't powerful enough. It isn't upgradable.

Anything Mini 4 & below will not go above iOS15

Devices compatible w/ iOS16 iOS 16 and iPadOS 16 are compatible with these devices - Apple Support
