I am getting this error message when using the quick action feature in Ventura 13.2.1
The operation couldn’t be completed. (WFBackgroundShortcutRunnerErrorDomain error 8.)
How can I fix this issue?

As a first step, try updating to Ventura 13.3.1 (a) the most recent version of Ventura as of this writing.
If that doesn't help, try booting into safe mode to allow the system to run its diagnostics and repairs what it finds wrong.
