Deleted photos from iCloud without my consent

I do have an issue I am checking my old photos on both my Mac and iPhone but I can't find any more the very old photos that I had 8 years ago. I checked my files saved in iCloud and my Mac folders but nothing I don't understand what happened. I found only few photos from the old one but the entire photos and moments couldn't find them ?

If you had enabled iCloud for Photos / Notes / Videos / Reminders / Messages etc (As Shown in the Pic below) and have deleted some or all data from one device then it is deleted from iCloud and all other devices that is logged in with the same Apple ID.

I never paid attention honestly to my old very old photos until today and I remember only one thing I did when I gave my old Mac to my little brother I made it factory reset that's all, and since I am paying every month for an extra 200g for the iCloud I was thinking all my files are safe that's honestly ridicules from a company like an apple you paying for the extra subscription to keep your files safe and you are a client since the iPhone 3/ Mac ... and still you get this kind of issues.
