Im having trouble downloading apps because everytime i press download apple id verification pops up & i give the password and it goes through but then it goes to billing for me to put in a payment menthod. I only have 1 debit card so i put in that information & its still not letting me download. It says”This payment method had alreay been added to your account”. Is there anything that i can do? Thanks
Ask Apple about that. I can see scenarios where if somebody had two Apple IDs they might enter a card twice, once in each account.

Select your country (also look for "other" regions), then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

The payment method has to be one acceptable to Apple. And it has to be usable by the system when it tests the payment method.
Are there funds available on this debit card?
Was this card issued by a bank where you have an account from which the card draws?
Or is this a prepaid debit card that you bought in a store?
Apple often doesn't accept prepaid debit cards.
