Cellular Data Not Working iPhone XR

My cellular data is not working. When I visit the Cellular tab in settings it says “An update is required to use cellular data on this phone.” My iOS is up to date. I have checked for a carrier update, nothing pops up. I have turned airplane mod on and off. I have restarted my phone, and force restarted it. I have ejected and reinserted my SIM card. I have restarted the network settings. I’m all out of options. Is there any way to fix this?
