To force Safari to quit, read How to force an app to quit on your Mac - Apple Support.

If you launch Safari and it remains unresponsive, force it to quit again. Then, press and hold a Shift key while launching Safari again from Applications or the Dock. That action causes Safari to load in windowed mode (not full screen) with no previously opened windows or tabs.

Release the Shift key when Safari opens.
