2023 - How do you add more than one photo into a table cell in Pages?

You can't, but you can achieve a similar effect by joining the two (or more) photos into a single image, then dropping that image into the cell, or inserting that combined image as imager fill to the cell.

You don't. Whether you drag and drop an image into a Pages table cell, or use the Cell Fill > Image Fill, the result is a single background image in the cell.
