I’ve been having an ongoing issue with some text message bubbles appearing green even though it is iPhone to iPhone. I’ve turned in and off iMessages and reset network settings. It still happens with some friends but not all

That means either you or the recipient is in area with a low wifi/cellular data signal, or they have imessage turned off.
