Often when I open my laptop and unlock it Safari won't refresh/ load the pages that are still open and even new pages will not load...
Other browsers are working fine on the laptop.
Everything is up to date:
Safari 16.4
MacOS Ventura 13.3.1(a)
Apple support tried several times different things on my laptop but could not fix it.

The app Stremio is the enemy.
After I closed this Safari worked fine!

What was tried so things are not repeated?
Sounds like the app Stremeo is one to avoid and not install or uninstall completely.
safari won't load/ refresh pages after opening laptop for at least 10 minutes...
