Screen Time Keeps Resetting

I have used screen time settings for my children's ipads for years. Recently I have had to reset everything at least 5 different times when managing iPad screentimes on my iPhone 13 Pro Max. The first time I thought I did something wrong so I reset everything and went back in a day later to check and it was all still correct. But then a few weeks later I'd notice my kids on devices when they should have cut off and checked and the downtime settings and app limits I had were all gone/disabled and the Always Allowed Apps were only 4 default apps and not the ones I had added for them. This has now happened multiple times and is very frustrating as I have custom settings by day and have to redo the every time. It is not my kids, I have different passwords for both of them and have recently changed them so I know it is not them, they also would not remove Always Allowed Apps. Why is this happening, is there a fix?
