How to change the order of the list of apps offering Notifications

Is there any way to change the Order in which the list of apps with notifications appears in Settings?

Under Setting > Notifications - Notification Style, there is a list of apps that have notification options, written out in (roughly) alphabetical order. But I would like to customize that, so that the Notifications settings for Messages is first on the list.

I often change the text Messages Notifications settings for Vibration from "None" to "Staccato" and for Sounds from "None" to "Note," when I'm expecting important texts. But scrolling down to search for (sometimes out of alphabetical order) "Messages" option is challenging.

No, you can't change that list. However, it would be extremely unusual that it would be in anything but alphabetical order. Sometimes, the app name is a bit different than you think (sometimes there's a weird character in the name, or numbers)

For built in Apple apps, you can access them from the top level of Settings in their usual spots. From there, you can select the Notifications options.
