"self assigned IP" is not allowing for hotspot

On my mac, I've recently tried to connect to my phone's mobile hotspot (iPhone 11) but a week ago or so It randomly said that my phone has a self-assigned IP, and does not allow for my Mac to use my phone as a hotspot.

I've tried many ways to fix it but nothing is working, and I am needing to use my phone's hotspot as I do not always have access to wifi for my Mac

MacBook Pro (M2, 2022)

Okay. If there are any add-on VPN client apps around on either Mac or on iPhone, or any add-in “security” apps on Mac or iPhone, remove all that, and restart both. Then check with your carrier. If the carrier indicates HotSpot is working and is not limited to USB, check with Apple Support.
