My iPad no longer rings when receiving an incoming call. I’m running iPadOS version 16.4.1 (a). I checked Settings > FaceTime > Notifications and they are turned on, including Time Sensitive, I have a ring tone selected for Sounds, and Show Previews is turned on. I checked the volume. What am I missing?

I changed the sound in Notifications from a a sound (Presto) to a ring tone and that seems to have fixed the problem.
I have an IPad Air 5, and mine for the most part will not ring on an incoming call while my Pad is locked.
The screen lights up with the caller, but no ring.
I read you turn of Bluetooth then the problem goes away, but then my Pencil becomes useless.
If you perform a Network Reset on the Pad I have received one call on the Lock Screen with a ring, but that is it.
I find it weird on how the Pad will ring when a call is coming in while it is unlocked though and tooling around in it.
I have the solution:
The iPad doesn't ring if it's next to your iPhone. Bring it to another room, it will ring.
It's a function (and not a bug) to avoid multiple devices ringing simultaneously when next to each other, which would be undesirable.
Too bad Apple doesn't document it anywhere in the manuals and when troubleshooting you most likely will have them in front of you and you will bang your head against the wall like me until I figured it out :)
Actually, my iPad is with me downstairs in my living room, but my iPhone is upstairs in my bedroom.
When a call comes in and my cover is closed/pad sleeping, the pad will ring once in a while, but not often. The screen will light up with the caller though after I open the case to reveal the screen.
Now, if I am on the pad looking at whatever site like ESPN and a call comes in, the pad will always ring with the banner showing me who is calling.
Dont really need the pad to ring while I see the call actually coming in, but rather I need to know when that occurs with the case closed.
I had this issue on the base iPad, IPad Air 5 and most recently with my IPad Pro/M2.
Luckily I have a Series 8 Watch, so I always know when I am receiving a call.
