Have you restricted access to account changes in ScreenTime?

Settings > ScreenTime > Content & Privacy Restrictions > [Allow Changes] Account Changes

When set to Don’t Allow, you will not be able to access any of your AppleID settings. Set to Allow if you wish to access your AppleID settings.
