How do you sort photos manually? Help says, "Rearrange photos manually: Drag the photos into the order you want." But that doesn't work; they won't move. The only option I have is "Sort" on the "View" tab, where the options are either sorting by date added, or by age (oldest or newest). Running Ventura, 13.3.1(a)

Shared Albums are very different from standard albums. Until recently they could not be sorted at all, they were just streams of photos, sorted by the date added, so the subscribers would always find the most recently added photos in the same place. In the current version of Photos the dates are no longer stripped from the photos, when we share them, and so we can now sort the photos in the Shared album automatically by the date, when viewing them. But this will only change the way we are seeing the photos, not, what the subscribers will be seeing.
