Where are you expecting to see, or access, the Control Centre?
The Control Centre should always be accessible from the Home Screen. The Control Centre is accessed with a downward-swipe from the top-right-corner of the screen.
If you having difficulty with the swipe-gesture, swipe from above the visible screen, swiping downwards onto the screen, as otherwise the Control Centre gesture may not be triggered.
Be aware that that the Control Centre can also be accessed from the iPad Lock Screen while the iPad is locked - however, this feature can (and for security should) be disabled from iPad settings:
Settings > TouchID | FaceID & Passcode > [Allow Access When Locked] Control Centre
If your iPad is otherwise not operating as expected, you should perform a forced-restart - as this will often clear an isolated software issue:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
