My wife and I have tried three password recovery in which emails from apple indicate a time and date for her recovery to be done by getting an email or text at stupid ours, like 3 am, 4:30 am and 6:30 am on a Sunday and we never get neither an email or text. We have been stuck in the recovery process for a month and still apple is unable to get this process unstuck.

Most the time when this happens to people it’s because they’ve used their Apple ID in someway without realizing it. This causes the system to believe you don’t need recovery anymore so it cancels it.
Per How to use account recovery when you can’t reset your Apple ID password - Apple Support you should avoid using the device account recovery was started from, don’t use the Apple ID like updating apps, downloading old or new apps, etc. You should also turn off other devices that are signed in with your Apple ID until account recovery is complete.

Going to any Apple location it’s just going to be a waste of your time. It’s an automated process and no management is going to be able to bypass it.
Apple’s option of providing a proof of purchase to remove the account remotely isn’t typically offered when you can do account recovery. Also keep in mind that this option means that Apple ID can never be used on that specific device again.
We have spent hours going around the recovery process they even have a case number because they don’t understand how we can’t get it done. I am walking into the apple HQ in Austin tomorrow and will walk up and down until I reach a management.
