How to unlock a found iPhone with authorization from the previous owner

I found a i phone and it had a lost phone message telling me to call them i didthey told me that the already got a new one alrea and said i could have it alsad that they would send me the code and could call apple to unlock it from being stolen but they never did how do I get it to where I can use it i never had a I phone
