Why can't I downgrade icloud

Just so it is clear as to termination date, the subscription is monthly, so if your plan just renewed this morning and you then cancel it today, it will actually continue to run until a month from today. The renewal is canceled and the subscription is effectively canceled, it will just still run until its expiration date. If you need the subscription to stop immediately because you are trying to do something such as change country, contact Apple as indicated earlier.

If you start on August 1 and are going to cancel now, the subscription will stop on November 1, a monthly term is used.
