How to disable bouncing/elastic scroll

Bouncing or elastic scrolling has to be the single most annoying feature of MacOS. Why anyone thought it was a good idea to bounce things into view, then bounce them out again is beyond me.

Is there any way to disable this? I've read How to Disable Elastic Scrolling but none of the answers there disable it in Mac OS 13.3.1.

FWIW, probably a terrible workaround but I have two different wired under $10 three button mice, one button being a scroll wheel, and neither bounces at the ends of a scroll bar.
