I am unsure whether I need to independently backup my data to an external drive, before upgrading from Monterey to Ventura, given that iCloud is supposed to take care of this. Can you advise? Thanks.

You should ALWAYS have a backup, regardless of upgrade, but doing an upgrade makes it even more important.
As picas said, iCloud is not a backup service.
I strongly recommend to have an external drive and set it up for Time Machine. It is painless and can save you.

Whilst you don't need a backup to upgrade it's always advisable to backup regularly as iCloud is not a backup service.
