I am trying to add my card to my macbook wallet and it says this to me, "Could Not Set Up Apple Pay, Apple Pay has been disabled because the security settings of this Mac were modified."

This happened to me both on an Intel chip MacBook Pro as well as the new Apple Silicon (M1) MacBook Pro. After many telephone calls with Apple Care, and a referral to Engineering, I was advised by the Apple Care rep that this is a known issue which the engineers are fully aware of and no solution or work around has been developed as yet. Seems weird that Apple, in pushing its Apple Card, can't fix an issue whereby a customer cannot add an Apple Card to the wallet. I can do so on my iPods and iPhone but not the MacBook Pro.
About 4 months ago I finally got so frustrated by my MacBook Pro not letting me add my Apple Card that I contacted Apple Care and was escalated up the ladder rungs to a tech who said that they had never heard of that issue since all my security settings had not been modified and were in the appropriate position. That took me about an hour and a half. Then she said she had to send it to engineering and would contact me when she received a response but as usual I never heard back. So, last month, after waiting I had some free time so thought I would call Apple Care back in follow up and was told that engineering was fully aware of the issue but (as I noted in my first posting) there was no work around for it. I actually updated to Ventura, when I really did not want to, as I thought upgrading to the new operating system might resolve the issue but it didn't and it still exists. Tried today on a whim to add my Apple Card and still get the same notice. Are you having the same issue?
How long ago were you speaking to Apple engineering?
