Safari (and other Apple / Mac App Store apps) won't connect to the internet, but other browsers will

Recently started having trouble with Safari not being able to connect to the internet even when other browsers and non Apple apps can. A restart fixes it, but if I close my MacBook or use a different app for a while and come back to Safari it says I am not connected to the internet. It also affects all other Apple apps, as well as apps downloaded from the app store (Twitter, Prime Video). However, I am still able to use browsers like Edge and apps like Outlook have no issues connecting. I am running MacOS 13.3.1 (a) on a 2021 14-inch MacBook Pro.

I agree that the issue can be resolved after stopping the 3rd party VPN. (In my case, I need to stop the VPN totally, otherwise, the issue will happen again. Reinstallation of it didn't work.)


But didn't explain (1) why "Safari (and other Apple / Mac App Store apps) won't connect to the internet, but other browsers will" for example, Chrome, in my case when the issue happens.


Also, (2) this symptom only started after the recent Ventura 13.3.1 upgrade. No such VPN + Safari internet connection issue before the upgrade.


Note: I can still reproduce the issue easily on my MacBook Pro.
