iTunes purchased songs not authorized

One or two songs on a purchased album are shorting as not authorized. Will not play on PC or phone. Can not RE download them, tab is greyed out

The files are almost certainly corrupt or incomplete. Delete the songs and then re-download them. They cannot be re-downloaded until the existing downloads are deleted from your Library.
