To turn iCloud Desktop & Documents on/off with Ventura, go to Apple menu > System Settings > username/Apple ID > iCloud, then click iCloud Drive (first screenshot below) and then click Desktop & Documents (second screenshot below):

What are you trying to do?
The assumption is that you want to turn on Desktop & Documents synching with iCloud Drive. Having enabled it, there is no further “now what.”
