Launchpad rearranges when I restart

It's all in the title. I've seen this is an issue that a lot of people are having, but the answers are either for earlier versions of MacOS (several years out of date, at least 2 or 3 and up to 8), and in any case resetting permissions hasn't been working. A fix I had found partly helped in that some apps are no longer taken out of folders and scattered around (specifically in this case, client launchers for gaming services), and each page of the launchpad keeps all the apps it had, but within each page apps move around somewhat and it is very annoying.

The only recent question I've seen is someone asking this in 2022 and being given a tutorial on how to use launchpad (which I know how to do) and also asked if it happened when booting in safe mode. For me, it did rearrange everything in safe mode too.

Further than still happening in safe mode, my computer was more than slow. It was barely functioning and going from page to page of launchpad while in safe mode took me around 10 second each time, even though no app was running other than finder.

This is something that is also happening when using the mac, that is probably unrelated to the matter at hand, but it is incredibly slow and prone to lag and overheating, but I'm mentioning it because it might be relevant (I have a separate question detailing the issue).

Thanks for any help!

Yeah, all that succeeded in doing is make even more of a mess. Not only is everything still getting shuffled, but the little that was still getting preserved (especially the grouping of many apps in folders) has been lost and I have lost the… I think hour I wasted reorganising last time I tried pretty much this. Or when I switched to Ventura, because I believe that this also reset everything. I'm… not happy about this.
