Payment Declined
My payment method was declined and I cannot change my payment method because there’s a pending transaction. I bought a gift card. Unfortunately, I’m told it can only be redeemed in the USA and am in Africa.

Unfortunately, that would be in the Apple Purchase Agreement stating that it can only be redeemed in the US. You can try to request a refund from Apple Support if needed. Please note that Gift cards are technically non-refundable, so it would have to be an exception for you to get a refund.
