pressing the caps lock button in the Smart Keyboard with my iPad Pro fully up to date iOS 16.4.1, does not cause caps lock but instead pops up a language select menu. Previous comments about this (for years) have been given answers involving selecting the “Hardware Keyboard” option under General / Keyboards, however that option no longer appears anywhere. How to solve this annoying feature?

If you go the search at the top and look up hardware keyboards it should show up, if it doesn’t just click on regular keyboards general and click on Keyboards at the top of the keyboards settings menu and make sure you don’t have any other languages aside from English and Emoji
Hardware keyboard has to be there if your keyboard is connected. That's where you turn off the caps lock setting. If it is really missing, try disconnecting the keyboard, resetting the device, etc
