I have an iPad 2 that the logo won't stop flashing, can't factory reset
can't get my iPad to allow me to factory reset because the apple logo keeps blinking. doesn't retain power long enough to use finder
what else can be done

As described, your iPad battery may have reached the end of its usable life. If the battery has failed, the iPad will not successfully boot to a running state - even when connected to its Power Adapter.

Troubleshooting generally requires substitution of the Power Adapter and cable for another known-good item.
