On my iPhone, the contacts app reports "97 Duplicates Found".
When I click View Duplicates > Merge All a message appears a message appears that reports "Merging duplicates". After two seconds, that message disappears and the "97 Duplicates Found" message repears.
I've tried this numerous times now with the same result.
What's the solution? Why doesn't this just plainly work as expected?

Is this a bug? Because otherwise, why would my phone identify the duplicates, offer to merge them, and then not merge them (without any error or notification)?

Clearly, the issue is not resolved yet as I (and others) apparently are not successful in merging duplicate contacts. Calling Apple Support is moot...either it's an iOS 16.2* feature or it's not. Calling support is pointless in this case.
Since from Googling it appears that many others are running into this same issue, wouldn't it be helpful for answers (and hopefully a solution) to be posted here?

We'd be happy to get you headed in the right direction. When duplicates are identified, not all of them are linked automatically. You can learn how to link contacts manually here: Get rid of duplicate contacts on iPhone - Apple Support
These steps may help:
Link contacts manually
If two entries for the same person aren’t linked automatically, you can unify them manually.
1. Tap one of the contacts, tap Edit, then tap Link Contacts.
2. Choose the other contact entry to link to, then tap Link.
When you link contacts with different first or last names, the names on the individual cards don’t change, but only one name appears on the unified card. To choose which name appears on the unified card, tap one of the linked cards, tap the contact’s name on that card, then tap Use This Name For Unified Card.
Note: When you link contacts, those contacts aren’t merged. If you change or add information in a unified contact, the changes are copied to each source account where that information already exists.

I am having the same issue. Instead of each person having to contact Apple support, can Apple Support give a reason for this?

I show more than 1K+ contacts as duplicates... clearly I can spend my youth trying to link them one by one manually. We need a better solution by Apple.
