Reset an iphone 13 Pro-Max that I forgot the Lock ID

How can I reset my iphone 13 ProMax if I forgot the Lock ID? And this mobile is not appearing in my iCloud and I want to transfer the device to another person? Thank you

You cannot unlock the device without the password. If you have proper proof of purchase, Apple can assist in unlocking. See How to remove Activation Lock - Apple Support
