About this Error:

Has this always been the case? Or is it a new issue that is occurring? If this is a business-owned device, then you may not have the avidity to access this info.

First try option-starting Music in case the issue is cause by a broken preference and you are able to choose you library on start up. Normally it would be ~/Music/Music/Music Library.musiclibrary.

If that hasn't helped then it is worth nothing that Music is part of macOS from version 10.15 Catalina onwards. It cannot be separately reinstalled to resolve issues. I would suggest you backup your data and then reinstall the operating system to repair files/permissions that are currently preventing Music from opening.
