When you say your settings are correct. I'm assuming in the Control Center settings?
Does a Safe Boot make any difference?
Have you tried setting your Display to Default in > System Settings > Display?

Yes, Control Center Settings, Time Machine is turned on for Menu Bar, can't set Display to Default as I need larger type on everything, I fond that I was able to put the Time Machine icon in the Dock now, so that's just as good for ease of access.
Thanks
It does seem to happen on some displays with a larger scale selected. Adding Time Machine to your Dock is a great work around with similar functionality as having it in your menu bar.
Strange thing is that all of my other 3 Macs there's no issue with the icon being in the Menu Bar and the display and other settings are the same on all
Follow up on previous response, try turn TM off and on (show in menu bar) a couple of times in Control Center.
