Yes i currently have an old Apple Watch that is locked to my old Apple ID I no longer have access to

If you wish to reactivate your Apple Watch you really need the old Apple ID, so you can remove the Activation Lock. If you know the login credentials you can use a web browser, https://appleid.apple.com. Otherwise use https://iforgot.apple.com and hope you can get access to your old ID.
