Spotlight indexing stalled for 4 days after a fresh install of Ventura 13.3.1

4 days ago I performed a fresh reinstall of Ventura 13.3.1 after wiping my drive and transferring data via Time Machine and noticed that Indexing has stalled and has not moved.

Is there a way to force quit spotlight and start it up again? a couple days ago I toggled all the spotlight switches off, then restarted, then turned the switches back on only to find the same result after a day.

Suggestions?

I was persistent in attempting to fix Spotlight Indexing, but noticed all these other issues for some of my 3rd Party Apps like Autocad and so yesterday I wiped the drive and reinstalled everything, this time without using a Time Machine backup and wallah everything does work.

Something about reinstalling from Time Machine backup reinstalls the preexisting issues whereas installing fresh applications and importing data from iCloud Drive seems to have no issues.
