Files can't be sent to Trash, must be deleted immediately

For the past month or two, when I click "Move to Trash", Finder often says the files cannot be sent to Trash and must be deleted immediately. This happens everywhere, for files and folders on the Desktop, in Downloads, in other Home or Applications folders, on external drives ... there doesn't seem to be any rhyme or reason to it. It always affects all of the files within a given folder (If I can't trash a given file, I won't be able to trash other files in the same folder). But then files in a neighboring folder might go to trash like normal. If I wait a few minutes and try again, files will be usually go to Trash as normal. I'm running Ventura 13.3.1 and this problem has been present over the past few OS updates.
