The password is the data decryption key. If the password—the data decryption key—is not available, and if the password hint was either not specified or was not enough to allow the password to be remembered, then the contents of the note cannot be decrypted and cannot be viewed, and the encryption cannot be changed.

Apple is not kidding with the following "no way" message:

You cannot. Those notes can only be opened using the password with which they were locked. You do have unlimited guesses.
