Lock Screen Settings Reverting to Default

Hello! I have macOS Ventura 13.3.1 and my Lock Screen settings aren't working. When I change the values on the Lock Screen Settings screen, they "save", but then the behavior matches the old (default) value of 10 minutes and when I go back to the settings screen the values are 10 minutes again. In addition, I have enabled the "Prevent automatic sleeping on power adapter when the display is off" option under Advanced... in Displays Settings, but it goes to sleep regardless (I can leave music playing and it will immediately stop when the display turns off). Does anyone know how to fix this behavior without reinstalling the OS and or erasing all content/settings?
