iPhone calls mystery

My cellular data is off, I’m using my home Xfinity Wi-Fi, I don’t have my iPhones Wi-Fi calling enabled…. SOOOOOO… how come I can make phone calls still? 2 hour call to Xfinity, and one bogus call to Apple support & on hold for 20 + minutes. Then, the lady who answered the call, only asked me my name and phone number & what my phone issue was, and the reason for my call.

Is that non-formal phone etiquette standard for iPhone support???

So, can you explain that to me please? I guess I really don’t know how “cellular” phones work. I’m no genius, but when I didn’t have cellular service or a Wi-Fi connection on my Android, I sure in the heck couldn’t just dial up a number anytime, anywhere and start talking! I use “cricket” right now… & I don’t have “cellular data va” so… Please enlighten me🙃😌😖..
