Apple pencil 2 scrolls when I want to highlight

My new Apple Pencil 2 scrolls when I want it to highlight. How can I turn off pencil scrolling or fix this some other way?

To restrict Apple Pencil to drawing and not scrolling, you need to change one setting:

Settings > Apple Pencil > Only Draw with Apple Pencil - set to ON
