I downloaded my iTunes movie via my Mac and stored these on my NAS, but I can’t watch these movies on my iPad!
I tried video app such as infuse but it can’t play. Also, the iPad files app can’t play either.
I also tried the iOS TV app, but there is no choice to select location.
Is there a way to watch these iTunes movies stored on my NAS?

See Use Home Sharing to share media from a computer to other devices - Apple Support and the section Use Home Sharing on your iPhone, iPad or iPod touch. As long as the videos are connected to an iTunes or TV library you should be able to access them via Home Sharing.

I downloaded my Apple movies on my Nas and it was all fine. But I brought another Mac recently. Now I select my Nas file (the exact same location) as my TV app file location, but it could not recognize these downloaded movies and ask me (actually allow me) to download again. Is there any way to solve this problem?

Did you clone the TV Library.tvlibrary from the old computer, or merely point the new empty library at the media folder you expect it to use? The second option won't discover any content already stored in that folder. You either need the first approach, or use File > Import... to import the content of the folder to the library.
