The "Related Article" above your question says:
"Firmware updates are delivered automatically while your AirPods are charging and in Bluetooth range of your iPhone, iPad, or Mac that's connected to Wi-Fi"
and
"make sure that you have the latest version of iOS or iPadOS".
About iOS 16 Updates - Apple Support
says:

Updating Airpods:
Be Connected to the Internet:
The updates cannot be updated manually. They update the next time they sync to a device that itself is connected to the Internet. This is because AirPods are not assigned their own IP Address. So, connect them to your iPhone, and let all be for few moments. It will sync itself, sure enough.
Can't Connect: If you can't Connect a Bluetooth Accessory to your iPhone, iPad, or iPod touch - Apple Support
Ensure Airpods are charged and iphone is on wifi.
rename your Airpods and see if yours updates.
renaming initiated the update for me.
I followed your instructions accordingly and sequence by no response to the AirPods
