Can I "drag" files/folders out of iCloud and place them onto (and only onto) my MacBook finder list?

Yes. Unless you have the "Desktop & Documents" option checked in System Preferences ➜ Apple ID ➜ iCloud ➜ iCloud Drive [Options]. Anything outside the iCloud Drive folder in Finder is only on your Mac and not synced to iCloud.
