Can you use a phone that is locked by carrier or says sim locked?

Apple can't unlock your iPhone for use with a different carrier. Only your carrier can unlock your iPhone.

You need to contact your Carrier.

You can use it on the carrier it is locked to. If you want to use a different carrier, you will have to contact the carrier the device is locked to and ask if they will unlock it.
